Fix image publishing for versioned releases by dispatching

The previous approach removed
build-transfer-imagefromhelm-charts-release.yamlassumingpublish.yamlwould fire via therelease: createdevent. This does not work — GitHub explicitly prevents workflows usingGITHUB_TOKENfrom triggering other workflow events to avoid recursive runs. As a result, no images were built for versioned release tags.Changes
helm-charts-release.yaml— replaces the inlinebuild-transfer-imagejob with apublish-artifactsjob that dispatches publish.yamlviaworkflow_dispatchafter the GitHub release is created.workflow_dispatchis explicitly exempt from theGITHUB_TOKEN` restriction per GitHub docs.publish.yaml— addsworkflow_dispatchtrigger with ataginput so it can be called programmatically.TAG_NAMEresolution now also covers the dispatch input.
